Community Development

The Community Development Department was established August 1, 1997. The department implements the goals, objectives and policies of the Winter Springs Comprehensive Plan and the Code of Ordinances as adopted by the City. The Comprehensive Plan includes the following Elements: transportation, future land use, conservation, housing, recreation and open space, infrastructure, capital improvements, intergovernmental coordination, and public school facilities. The Code of Ordinances addresses building regulations and, land development criteria, annexations, planning and zoning issues, flood prevention, licenses and business regulations, and signage regulations.

The Department is composed of six (6) separate divisions. The Administration Division is responsible for the overall coordination, decision making, and day-to-day operations of the Department. The Planning Division is responsible for updating and implementing the provisions of the Comprehensive Plan, and application of the Land Development Regulations, processing annexations, updating demographic information and census mapping. The Land Development Division coordinates the review of all development proposals with other divisions of the Department, other departments of the City and all applicable agencies of the County and State. The Building Division is responsible for the review, and inspection of all building construction. The Customer Service Division serves as the central hub for all permitting and licensing activity. The Urban Beautification Division oversees several assessment districts as well as all arbor, beautification, and decorative street light and signage programs.

The Community Development Department is responsible for assisting the following City Boards:

  • Planning and Zoning Board/Local Planning Agency
  • Board of Adjustment
  • Beautification of Winter Springs Board

Current Planning - Site Plans; Subdivision Plans; Plats; Variances, Special Exceptions, and Conditional Use Requests; and Developer's Agreements

Advance Planning - Annexations; Large and Small Scale Comprehensive Plan Amendments and EAR Based Amendments; Zoning and Rezoning; Developments of Regional Impacts; Intergovernmental Coordination; Ordinance Revisions and Public Noticing.
