What is the Comprehensive Plan?

The Comprehensive Plan is a visionary tool to guide future development and growth within Winter Springs. The Comprehensive Plan establishes goals, objectives and policies to manage and direct growth and should be changed only infrequently. The effectiveness of the Comprehensive Plan as a policy guide lies in its consistency and integrity over the long term.
