TRAFFIC/TRANSPORTATION IMPROVEMENT

Blumberg Boulevard Trail

The Blumberg Boulevard Trail consist of the construction of the trail with amenities in the median of Blumberg Boulevard from Magnolia Park at the intersection of Tuskawilla Road and Blumberg Boulevard to the intersection of Blumberg Boulevard and Doran Drive. The trail will have stone pavers with sitting arboretums and proposed sculpture gardens, to include the Rotary Club sponsored Veterans Memorial. Starmer Ranaldi Planning and Architecture, Inc (SRI) was approved by the Commission on January 10, 2005, for the architectural services. CPH Engineers, Inc has been authorized by the Commission on June 9, 2003, for services related to the landscape and hardscape design in conjunction with SRI. Plans are 100% complete. Construction is projected to start late 2006.

Central Winds Park Boulevard

This project improves the flow of traffic into the Central Winds Park and temporary Paw Park along the old portion of State Road 434. Final road design for this project has been completed by CPH Engineers, Inc. Additional right of way required must be obtained to go forward with construction. The storm water piping for this improved roadway was included in the Central Winds Park Expansion project. This new boulevard begins at the existing entrance to the Winter Springs High school and continues into Central Winds Park. The roadway into the park will have a divided median and curbside park to provide a more tranquil entrance overlooking the Central Winds Park Expansion. On the Northern end overlooking the current grassy amphitheater in Central Winds Park, the improved Central Winds Boulevard will connect to the proposed extension of Orange Avenue.

Cross Seminole Trail (Wade Street to Wekiva Trail)

The Preliminary Design and Corridor Analysis was presented by Seminole County and VHB. The City of Winter Springs is working on garnering financial support for the City preferred alignment north of the industrial park versus the County preferred alignment through the industrial park along Old Sanford-Oviedo Road. http://www.seminolecountyfl.gov/pw/trails/construction.asp

Deceleration Lane Study

This study by Professional Engineering Consultants rated the need for turn lanes at key intersection throughout the city and ranked them in priority. Final amended report adopted by the City Commission with the consolidated project priority lists on May 10, 2004. Based on the findings of this study, the city can determine the best method for adding the turn lanes to improve traffic flow and safety at the selected intersection.

 

Northern Way Streetlighting and Traffic Sign Improvements

This project is a continuation of the Tuskawilla Lighting and Beautification Advisory Committee improvements. It entails the replacement of the concrete light poles and traffic sign on Northern Way with decorative lights and poles to match Winter Springs Boulevard. Progress Energy started the light installation in March of 2006 and expects to have the project complete in early 2007. Installation of traffic signs should begin late 2006.

SR 434 / SR 419 Signal Upgrade

This future project will consist of replacement of the existing concrete strand traffic light with a decorative fluted mast arm to match the traffic signals along the SR 434 corridor. Design is expected to begin late 2006 with construction in 2007.

SR 434 / Hayes Road Turn Lane

This turn lane is part of the deceleration lane study recommendation. The design has been completed and approved by the Florida Department of Transportation. Right of Way needed to complete the construction of this right turn lane from SR 434 south onto Hayes Road has yet to be obtained.

Winter Springs Boulevard Reconstruction

The reconstruction of Winter Springs Boulevard includes repairing portions of the road base damaged by sub surface ground water, repaving the entire boulevard and repairs to curbing where needed.. Proposal for phased pavement analysis and scope of repairs was approved on May 10, 2004. Pavement analysis began in late summer 2004. Geotechnical work was conducted in July - September 2005 timeframe to capture the rainy season ground water table information. Once the information is analyzed, the proper method to correct drainage deficiencies can be designed in to the reconstruction plans. Actual construction projected to start in October 2006.

FIRE DEPARTMENT

Fire Station 28

Initial conceptual site layout proposal received 4/14/06 from Conklin Porter and Holmes Engineering, Inc. This proposed fire station will be located on the southeastern frontage of the City Hall property. Fire Station 28 is currently housed in the rear of City Hall in what used to be the Police Station Receiving area.

PUBLIC BUILDINGS

City Hall Expansion

The design of the expansion of City Hall was approved by the Commission on February 28, 2005. Starmer Ranaldi Planning and Architecture, Inc (SRI) provided the design of this 4,980 square foot addition to City Hall in the northwest corner of the City Hall building. New layout presented to Commission at 8/1 workshop and direction received. Estimated construction to be completed late 2007.

PARKS and RECREATION

Athletic / Aquatic Center

Commission approved moving forward with design to enclose the pool March 13, 2006. This covered therapy pool will be co-located with the Winter Springs Senior Center at Sunshine Park.

Magnolia Park Phase II

Phase II of Magnolia Park consists of the construction of the Amphitheater with restrooms and drinking fountains to act as a trail head for the Cross Seminole Trail and an inter active water feature in this 0.67± acres. Starmer Ranaldi Planning and Architecture, Inc (SRI) was approved by the Commission on January 10, 2005, for the architectural services. CPH Engineers, Inc has been authorized by the Commission under Amendment 78 on June 9, 2003, for services related to the landscape and hardscape design in conjunction with SRI. Both SRI and CPH Engineers are currently developing the plans for the construction of Magnolia Park Phase II. City property has been surveyed and corners marked. Environmental consultant is evaluating wetland impact if trail is shifted.

UTILITY / PUBLIC WORKS

Reclaimed Water Augmentation

This project is a study of the economic and environmental feasibility of supplementing the reclaimed irrigation system with water draw from Lake Jesup during peak periods. Phase I of the project has been included in the FY2007-FY2010 SJRWMD grant funding for a total of $2.42 million. CPH engineers will be submitting the Consumptive Use Permit for withdrawing from Lake Jesup. The construction of treatment, storage and pumping station is planned for construction on the northern most area of the Temporary Paw Park next to Central Winds Park.

Utility / Public Works Compound

The Utilities and Public Works Department has outgrown the location of the current facilities. This new facility will allow for all operations to be located in one co-located facility. This will improve efficiency and communications for both departments. The location of the new facility will be at 380 Old Sanford-Oviedo Road. Current plans include an administrative office building (to be built at a later date), a larger vehicle maintenance repair facility, and an operations facility with sign shop. Additional storage buildings for supplies and equipment are also a part of the design with room for additions to meet future needs. Estimated construction completion is for early 2007.

Water Treatment Plant 2 Electrical Upgrades

This project is needed to upgrade the electrical system with in the water treatment plant. The scope of design includes replacement of the power distribution system and control system. These upgrades are needed to ensure reliability of the electrical system. Currently some wiring has corrosion due to chlorine gas that was once stored inside the facility. These upgrades will also allow improved use of the SCADA system for monitoring the plant functions and equipment. The design life of the upgrades should extend the life expectancy of the plant for another twenty-five years. Upgrades are expected to completed late 2006
