Chief Kevin P Brunelle

Hello.  My name is Kevin Brunelle, Chief of Police for the City of Winter Springs Police Department.  On behalf of all of the men and women of our entire department, welcome to our Web page. 

The Winter Springs Police Department is a force of 70 sworn officers and 19 civilian personnel who come together as a team dedicated each and every day to serve our community by working together using a "pro-active" philosophy to provide the best quality customer service to our residents, business owners, and tens of thousands of people who travel through and visit our city each day.   The police department is divided into six bureaus:

Operations, which is the most visible component of the police department.  This bureau is composed of Patrol, the Traffic Division, School Resource Officers, and the K-9 unit.  These officers are on patrol 24 hours a day, seven days a week in your neighborhoods and community working together to create a highly visible unit designed to keep the criminal element from victimizing you and your family.  Officers assigned to the Traffic Unit are responsible for the enforcement of traffic laws and assisting with traffic direction and control to keep our roadways some of the safest within Seminole County.  School Resource Officers are assigned to several of our public schools to maintain a constant law enforcement presence to keep our children safe while they work on their education.  Officers assigned to the K-9 unit work hand-in-hand with all of our officers, along with a canine partner, to find suspects, locate missing children and adults, and promote the police department at various community functions.  Officers assigned to the department's Emergency Response Team also operate under the Operations Bureau.  All of these divisions work cooperatively to make our city one of the safest places to live, work, and find recreation within Seminole County.

 The Criminal Investigations Bureau is where our agency investigators work to solve cases, locate intelligence on criminal activity, and meet with state prosecutors to help convict the suspects who prey upon our community.  All of the investigators assigned to the Criminal Investigations Bureau work cooperatively with every officer to make sure we are providing the highest level of service possible.  The Criminal Investigations Bureau is a valuable, essential tool in the fight against crime.

The Technical Services Bureau is where the police department processes and stores case evidence, maintains equipment for our sworn personnel, and provides services for our fleet of patrol vehicles to keep them in top condition.  Our Crime Scene Technicians are able to respond to calls at the request of officers to help process extensive crime scenes and package evidence for processing at the crime lab. 

Code Enforcement Bureau members have the responsibility of making sure residents and business owners are compliant with city ordinances and codes.  Code Enforcement is composed of both sworn police officers and civilian code enforcement officials who work with our community to achieve voluntary compliance when violations are noted.  Through community education programs and services, the Code Enforcement Bureau strives to make Winter Springs one of the most aesthetically pleasing communities in Central Florida.

The Administration Bureau is responsible for the Communications Section, Information Services and Records Management.  Members of the Communications Section are available to you 24 hours a day, seven days a week to respond to your calls for service.  They are the first-line of communication between the police department and our community.  Communications Operators take information from callers in a professional and reassuring manner to send help where it is needed in the most efficient way possible.  Information Services personnel are responsible for the upkeep and maintenance of all of the departments technology and data systems.  These personnel are crucial for the efficient, smooth operation of the agency's day-to-day operation since many of our functions are done through computers, both in our vehicles and at our police station.  Records Management personnel are the members of the department who categorize and file all of our official reports and correspondence.  They are available to you during normal business hours to respond to your requests for public records or reports.  Fingerprinting services are also available each Friday afternoon at our police department.

The Community Services Bureau is responsible for agency in-service training, state and National Accreditation programs, and Professional Standards.  Additionally, the Community Services Bureau operates our new Officer Mark Messeguer Community Service Center, located at 1511 E. State Road 434.  Members of this bureau serve as a highly visible component in our community by participating in many neighborhood service programs, such as Movie Nights and National Night Out.  Crime Prevention programs and Neighborhood Watch are some of the other services available through the Community Services Bureau.
