Urban Beautification Services

Urban Beautification Services consists of the following divisions:

  • Urban Beautification, Arbor, Special Assessment Districts
    • Tuscawilla Lighting & Beautification District
    • Oak Forest Wall and Beautification District
  • Responsibilities include:
  • Landscape Maintenance of City Roadways, Medians, Ponds and Facilities.
  • Maintenance of Special Assessment Districts.
  • Upkeep of the City's Public Property and Hardscapes.
  • Arbor Permits and Inspections for Tree Removals.
  • Developement Plans Review for Arbor, Landscape and Irrigation.
  • Inspections for Commercial Development for Arbor, Landscape and Irrigation.
  • Decorative Street Lighting and Decorative Street Signage.
  • Management of the City's Urban Forest.
  • Public Education regarding Arbor and Beautification.

Decorative Street Lighting And Signs

Subdivisions desiring an upgrade to decorative streetlighting and/or street signs along public roadways should contact us at: (407) 327-5976 for additional information. The City will reimburse a participating community the monthly 'base rate' for each upgraded streetlight in the program. Street lighting upgrades must be located along a public street to qualify for reimbursement. Decorative streetlights and signs are required in the Winter Springs Town Center District for all new development.

Communities that have upgraded streetlighting and/or street signs are:

  • Winding Hollow
  • Tuscawilla Subdivision
  • Glen Eagle
  • Stonegable
  • Mt. Greenwood
  • Moss Cove
  • Jesup's Reserve
  • The Highlands

On February 14, 2011, the City Commission authorized a decrease in the City Standard Street Light Base Rate, changing it from $14.02 to $13.79 per month, pursuant to a revised rate schedule from Progress Energy, effective January 1, 2011. The revised rate represents a reduction of $.23 per base street light as compared to the previous rate.  Please click here to download more information.

Special Assessment Districts

If you are a member of the Tuscawilla Lighting and Beautification District (TLBD) or the Oak Forest Wall and Beautification District (OFWBD), a new resource called D-Fast (Beta) is now available that allows you to look up the status of your assessments online over the internet.

Shepard Road Streetscape Project

Winter Springs has been awarded funding in the amount of $546,623.58 for the 17-92 Community Redevelopment Area for the Shepard Road Streetscaping Project.  Bidding for the project is slated to take place in the third quarter of 2011 and construction could start by year's end.

Replacement Tree Planting Information

Memorial Tree Planting Program

The City of Winter Springs appreciates the many benefits that trees provide for our community. Trees bring an important natural element into our man-made environment as they shade our streets, homes and parks, purify the air, and produce leaves, flowers, fruits and bark of interesting color and texture. Along with these obvious benefits, a tree's stature, strength, and endurance tend to provide it a cathedral-like quality; consequently, trees are often planted as living memorials. The City also believes in providing opportunities for residents of Winter Springs who wish to acknowledge or remember significant individuals by allowing trees to be planted in select parks and public areas.

Adopt-A-Road Program Litter Removal Program

adopt.jpgWould your group or business consider adopting a roadway in Winter Springs? The Adopt-A-Road Program is an opportunity for you to help keep our City roadways clean.
 
Volunteers Commit to...
  • Adopt a minimum of 1 mile section of roadway (or length of the road).
  • Minimum of 1 year commitment.
  • Remove litter at least 4 times per year.
  • Submit completion forms after each activity.
  • Follow all safety and supervision regulations.
The City will Commit to...
  • Provide guidance and educational safety meetings.
  • Provide safety vests and litter bags.
  • Pick up litter bags after each collection activity.
  • Post Adopt-A-Road signage at the beginning and end of each roadway.
