Meeting Housing Needs - City Approves Accessory Dwelling Units with Implementation of Strict Design Criteria

Recently, the City implemented new Code language that allows for the conditional use approval of an Accessory Dwelling Unit (ADU) on any residential lot in the City, if certain criteria are met. ADUs are an efficient way to increase housing options.

An ADU is a self-contained unit on the same lot as an existing residence. It includes provisions for living, sleeping, eating, cooking, and sanitation. Often, an ADU is built above a garage and has a separate entrance, independent from the principal dwelling.

Previously, ADUs were allowed only in the Town Center. Now ADUs are allowed as a Conditional Use in single family residential areas, subject to strict design compatibility standards. These standards were adopted by Ordinance 2010-08. These standards are intended to provide a process for allowing ADUs, while protecting neighborhood character.

The Community Development Department was established August 1, 1997.

The Administration Division is responsible for the overall coordination, decision making, and day-to-day operations of the Department. The Planning and Land Development Division is responsible for updating and implementing the provisions of the Comprehensive Plan, and application of the Land Development Regulations, processing annexations, updating demographic information and census mapping. The Land Development Division coordinates the review of all development proposals with other divisions of the Department, other departments of the City and all applicable agencies of the County and State. The Building Division is responsible for the review, and inspection of all building construction. The Permitting and Customer Service Division serves as the central hub for all permitting and licensing activity. The Urban Beautification Division oversees several assessment districts as well as all arbor, beautification, and decorative street light and signage programs.

  • Planning and Zoning Board/Local Planning Agency
  • Beautification of Winter Springs Board
