The Finance Department is responsible for all financial systems, procedures, internal control processes, and reports that disclose the fiscal condition of the City to management, elected officials, and the City's residents. The department's services also include:

  • Financial reporting and management analysis
  • Maintenance of the City's investment and debt portfolios
  • Revenue collections including collections for all amounts due and past due
  • Safeguards the City's assets 

The City Clerk is appointed by the Mayor and City Commission and serves as a Charter Officer. The City Clerk is the official records keeper of the City, the custodian of the City seal, and the designated local Elections Official and Filing Officer for all City elections.

The City of Winter Springs is a charter city with its legislative powers held by the Mayor and City Commission that functions under a Commission/Manager form of government. This method effectively combines the political expertise of the elected officials with the executive leadership of the City Manager. The Mayor and five City Commissioners are elected to serve four-year terms; while each of the five City Commissioners hails from a different district, they and the Mayor are elected at-large to serve the entire City rather than specific neighborhoods.

The Planning and Zoning Board shall consist of five members appointed by the City Commission for a Term of four years.

The Board of Trustees is a five-member Advisory Board appointed by the City Commission and they serve as Trustee and Retirement Committee of the Defined Benefit Plan and Trust, and the Board of Trustees is authorized to execute the Defined Benefit Plan. The Board of Trustees shall administer the Defined Benefit Plan pursuant to the provisions contained therein.

Regular meetings are held Quarterly on the second Tuesday of February, May, August, and November at 5:30 p.m.

There shall be a Code Inspector who may be any authorized agent or employee of the City. It shall be his duty to ensure code compliance and to initiate enforcement proceedings. If it is determined that there has been a violation of the Codes of the City, the Code Inspector shall notify the Violator and give him a reasonable time to correct such Violation. Should the violation continue beyond the time specified for correction, the code inspector shall notify the enforcement board and request a hearing pursuant to the procedure hereinafter established.

The Districting Commission is established by Charter and is a seven-member Advisory Commission appointed by the City Commission and who are responsible for filing a report containing a recommended plan for establishment or adjustment of the district boundaries. By City Ordinance, this Advisory Commission meets every three (3) years.

The next Districting Commission will be selected in late 2018 or early 2019.

The City Commission may establish, by Resolution, an Advisory Committee for any Assessment Area within which Assessments are imposed. Each Advisory Committee shall consist of at least five members appointed by the City Commission. The Public Works & Utilities Department is responsible for providing and maintaining essential resources for the City and strives to maintain the public infrastructure at the highest level of service. The department includes eight separate divisions; each providing a unique set of services to the community. Services provided include: Potable Water, Reclaimed Water, Wastewater, Stormwater, Meter Services, Facilities Maintenance, Fleet, and Roads/Right-of-Way Services.

The Winter Springs Building Division is responsible for ensuring the public life safety and welfare through the enforcement of federal, state, and local codes governing construction. Our staff reviews plans, issues building permits, and performs inspections to ensure Code compliance related to aspects of life-safety, structural integrity, handicap accessibility, and electrical, plumbing, fuel gas, heating, and air conditioning systems and energy.

The Planning and Zoning (P&Z) Division guides and facilitates orderly growth within the City of Winter Springs in order to maintain and enhance the quality of life within the City through the implementation of the City’s development regulations and ordinances, comprehensive plan, and by anticipation of future needs.

Subdivisions desiring an upgrade to decorative street lighting and/or street signs along public roadways should the City Arborist & Beautification Coordinator. The City will reimburse a participating community the monthly 'base rate' for each upgraded streetlight in the program. Street lighting upgrades must be located along a public street to qualify for reimbursement. Decorative streetlights and signs are required in the Winter Springs Town Center District for all new development.

Chapter 5, Sec. 5-6, of the City’s Arbor Ordinance requires that a permit application is submitted to the City and a fee paid for each tree removal of 4” DBH* or larger, unless the tree is dead, diseased, or poses a clear and obvious safety hazard to structures or people. This software is part of the permitting process and is for residents, contractors, and developers to submit plans electronically after a permit application has been received. After submitting a permit application, you will receive an email invitation with a login for the ePlans ProjectDox Online Portal.

All inspection requests sent to us prior to 4 p.m. on Monday through Friday will be scheduled for the next business day. Inspections may start as early as 8 a.m. and may run as late as 6 p.m. Due to a large volume of inspections daily, we cannot give specific times for inspections.

All applications received after 12AM midnight Sunday, December 31, 2017 will be subject to the new 6th Edition 2017 Florida Building Code.

Digital Signature Example

The City of Winter Springs in connection with Seminole County requires for all State Licensed Design Professionals such that each licensee’s digital signature appearance to include new language to coincide with new requirements adopted by the Florida Board of Professional Engineers on November 3, 2015.  This language must be present when the digital signature is applied to any document or drawing that requires signing and sealing by any Florida State Licensed Design Professional.

Winter Springs Building Department will require Digital Signatures to include a commercial 3rd Party Certificate Authority for identity authentication per State Statue 471.025 & Florida Administrative Code 61G15-23.003.

You must first submit an application to the City for a construction or development project requiring drawing plans and other documents. After the application gets approval, the City's Permit Specialist will enter the information into the City's permitting system to begin the process.

A customer-driven training program designed to assist new value-added businesses and provide existing Florida businesses the necessary training for expansion.

Program that provides training to currently employed workers.

Otherwise known as the "Road Fund," offers up to $2 million in grants, through the State of Florida, to alleviate transportation challenges that impact the location or expansion of headquarter operations or manufacturing/recycling facilities.

Negotiated grant used to attract and grow major high impact facilities. The project must operate within designated high-impact portions of the following sector: biomedical technology, financial services, silicon technology, and transportation equipment manufacturing; create at least 100 new full-time equivalent jobs in Florida in a three-year period; and make a cumulative investment in the State of at least $100 million in a three-year period.

An annual credit against the Florida Corporate Income Tax for up to 20 years. Eligible projects are in designated, high-impact sectors, create at least 100 jobs, and invest at least $25 million in eligible capital costs. High-impact sectors include: silicon technology, biotechnology, biocertain transportation equipment manufacturing or certain information technology facilities. Eligible capital costs include expenses incurred in the acquisition, construction, installation and equipping of a project from construction to operation.

Permit-streamlining is achieved through a commitment among the State's regulatory agencies and local governments to provide quicker, less costly and more predictable permitting processes for significant economic development projects without reducing environmental standards.

A tool to preserve and grow Florida's high technology employment base giving Florida a competitive edge as defense contractors consolidate defense contracts, acquire new contracts, or convert to commercial production. Pre-approved projects receive tax refunds of up to $5,000 per job created or saved in Florida. Conversion of defense jobs to civilian production, the acquisition of a new defense contract, or the consolidation of a defense contract are eligible projects.
 

Allows for sales tax exemptions on electricity and boiler fuels used to operate machinery and equipment for manufacturing, pollution control equipment, recycling equipment, maintenance equipment or monitoring/control equipment.
 

These industry tax exemptions include the maintenance or repair of aircraft, equipment used in aircraft maintenance or repair, and fixed wing aircraft sales or leases. For more information contact: Florida Department of Revenue, Tax Information Services (805) 488-6800.

Semiconductor, defense and space technology facilities exemption of sales and uses taxes that would otherwise be paid by the qualifying business on machinery and equipment used in production and research and development. Certified businesses may also elect to designate one or more State universities to receive up to 100% of the amount of the qualifying exemption. In return, the university must match the funds equally and provide research and development projects for the certified business.

The City of Winter Springs serves 33,430 residents with an average of 3.89 million gallons of water each day through 14,006 active potable water connections. We have 244 miles of potable water lines transporting water from 3 water treatment plants to homes and businesses throughout the City.

Reclaimed Water: There are 24 miles of force mains, 112 miles of gravity mains, and 43 lift stations that transport wastewater from homes and business to 2 wastewater treatment facilities in the City. There are currently 1,711 reclaimed water connections.

Water conservation is a well-discussed topic among government agencies today as well as among citizens. Water conservation is an especially relevant topic in Florida. Perhaps you would not expect a state that is surrounded by water and filled with rivers, lakes, and marshes to have a problem with water shortage. Florida is the 4th most populated state in the U.S., but only the 26th largest. More groundwater is used in Florida than in any other state east of the Mississippi.

A rain sensor is a smart and easy way to conserve water and save money, especially during a typical Florida summer.

Proper disposal of household hazardous waste is critical. These types of waste can leach harmful contaminants into our ground and surface water, thereby contaminating the water we drink and harming aquatic wildlife.

Simple Steps to Save Water Outdoors and Indoors

Outdoor Tips

Installing low flow faucet aerators is an inexpensive and simple way to conserve water. A faucet aerator is a device that screws onto the end of the faucet and mixes air into the water, so it reduces the flow of water while providing pressure. Aerators can reduce flow to as low as 0.5 gallons per minute (gpm). Most standard faucets are equipped with an aerator that flows at 2.2 gpm or higher. Regardless of what type of aerator you have, you should always turn off the water while lathering hands for washing, brushing teeth, shaving, etc. 

If the hot water takes a long time to reach the faucet, consider installing a hot water recirculator that will give hot water much faster. If that is not within your budget, keep a bucket under the sink that you can catch the cold water in while you are waiting. You can use this to water plants, give to pets, etc.

Installing a water efficient washing machine will save significant amounts of water and electricity. Older model washers can use as much as 40 gallons of water per load, while more efficient washers use as little as 15 gallons per load. Depending on the size of your yard, the majority of your water use could go to irrigation. Being able to program your irrigation clock is important.

Some may think conserving water is inconvenient, expensive, or will ruin their lawn. The City of Winter Springs would like to show you that you can conserve water, save money, help the environment, and still have a fabulous lawn!

Bear Creek Nature Trail
A very pleasant passive area with a nature trail that parallels Bear Creek.

It contains two small bridges and three picnic tables. A great place to have a picnic lunch during the week.

Our dog park has plenty of room for man’s best friend to roam. Come out and enjoy our beautiful dog park, located on the west end of Central Winds Park. You will find all the amenities our canine friends could want. The Dog Park is closed on Wednesdays for grounds maintenance.

The Winter Springs Police Department Explorer Post #708 is a group of young men and women, ages 14-20, that are interested in Law Enforcement and serving their community. The Explorers engage in law enforcement training, ride along with the officers on patrol, and participate in many community events and programs. The Explorer Post is governed by the Boy Scouts of America and the Winter Springs Police Department.

  1. You or someone you know can be honored in the Memorial for military service to our Country by becoming a Donor to the Winter Springs Veterans Memorial Trust Fund in an amount not less than $100. Your donation will be used to cover the cost of the engraving of the honoree's name on the granite Memorial Name Stand located in the Memorial, and to help pay for the cost of the ongoing operations and maintenance of the Memorial.

The Parks and Recreation Advisory Committee is a nine (9) member Advisory Committee appointed by the City Commission and who are appointed for a Term of four years.

Created by the Florida State Legislature in 1996, the Florida High Tech Corridor Council has focused on one mission: to attract, retain, and grow high tech industry in the 21-county region of the Corridor. This is accomplished through university research initiatives; the creation of workforce development projects; and joint marketing of the region with economic development, community college and industry partners. In any given year, the Council funds dozens of research projects, and an even greater number of workforce, marketing, and industry initiatives.

The City of Winter Springs and the adjacent City of Oviedo have established strong commitments to provide regional assets to their business community.

Incentive dollars are available from Seminole County to both new and existing companies for job training, relocation expenses and development costs. Eligible companies must satisfy selected job creation advantage criteria. Preference is given to new construction and to companies locating in targeted areas within Seminole County.

The City has identified the Greeneway Interchange District and the Winter Springs Town Center area as targeted development areas. To encourage development in these areas the City provides the following regulatory and development incentives:
  • Greeneway Interchange District (GID): An increased FAR up to 2.0
  • Town Center Area: Up to 36 dwelling units per acre or FAR up to 1.0

The City provides upfront, performance-based, cash incentives to qualifying targeted industries that create high-value job opportunities and create significant capital investment in the City.

The City provides permit assistance and expedited permitting to targeted industries and companies seeking to expand or relocate within the City.

The City has an established partnership with Seminole County and the State of Florida and will participate with County and State incentive programs (local matches, etc.) on a case-by-case basis.

The City Commission of the City of Winter Springs is authorized to grant property tax exemptions to qualifying new business and expansions of existing businesses.

The Citizens Advisory Committee (CAC) started in 1998 with about 5 citizens and has continued strong with over 50 members. The committee is comprised of homeowners association board members and Winter Springs residents. The CAC meets with the Police Chief and the command staff to discuss monthly departmental statistics and each Commander tells what is happening within their respective bureaus. There is a roundtable discussion and each attendee of the meeting is given the opportunity to discuss what is happening in their community and/or ask any questions.

 

The Winter Springs Police Department offers fingerprinting services on Wednesday and Thursday from 9 a.m. to 12 p.m. and 1 p.m. to 3:30 p.m. at the Police Department at 300 N. Moss Road. Please bring a valid State or Government Picture Identification Card.

The Code Compliance Division is responsible for helping to enhance the quality of life within our community and neighborhoods through proactive and balanced enforcement of city codes. Members of the division are interested in working with residents and business owners to achieve voluntary compliance through education and cooperative efforts by the community.

The Winter Springs Police Department provides law enforcement and related services to the citizens and visitors of Winter Springs. To accomplish this, officers must be observant, identify unusual occurrences and law violations, using reasonable suspicion, and act upon them. It is this proactive enforcement that keeps our citizens and our roadways safer. It further enables us to detect and apprehend criminals.

Excelsior Accreditation
The Winter Springs Police Department is a fully accredited agency. 

Following initial accreditation in 2003, The Commission for Florida Law Enforcement Accreditation (C.F.A.) has granted the Winter Springs Police Department Excelsior status after completing a thorough evaluation of the Department's policy and procedures, as well as an inspection of our equipment and overall operational readiness.

The Professional Standards Unit is responsible for conducting or overseeing the investigation of all complaints of misconduct brought against any member of the Winter Springs Police Department and reviewing all applications of defensive action by police officers. The Winter Springs Police Department understands that a thorough and unbiased investigation into any allegations of misconduct ensure the integrity of the Department and inspires confidence from the community that we serve. Department procedures define two types of complaints against its members: informal and formal.

The primary function of the Criminal Investigations Bureau is to conduct follow-up investigations of reported crimes. These investigations consist of interviewing suspects, victims, and witnesses; analyzing information for validity, reliability, and accuracy; and compiling a comprehensive and factual case file to be presented in court. Crime Scene and Evidence personnel also fall under this bureau.

The Operations Bureau is the very foundation of the Winter Springs Police Department. These men and women are the officers you see every day in your neighborhoods. They are out on foot, bicycles, and in police cars twenty-four hours a day, seven days a week; they are there when you need help. The Winter Springs Police Department has embraced the Community Policing Philosophy and allows our officers to interact with the public on a much more personal level. The Winter Springs Police Department recognizes that in order to effectively police the city we need the help of the citizens. We realize that together we can make The City of Winter Springs a great place to live and work.

The Support Services Bureau at the Winter Springs Police Department incorporates the Communications Division, Information Services, Training, Records, Building and Fleet maintenance, and Code Enforcement.

The Citizens on Patrol program is a roving neighborhood watch, which works with patrol officers to identify and report suspicious activities. Citizens on Patrol perform house checks, assist with traffic control, and support special events. Please note, participants of this program are not police officers.

The Winter Springs Police Department will provide a certified Crime Prevention Practitioner to address your group or organization to educate them about crime prevention and how to avoid becoming a victim of crime. Hands-on safety devices and informational material will be displayed for the audience. Our officer will show you ways to reduce crime, how crime prevention can improve the quality of life in neighborhoods, and ways to promote better communication between your community and law enforcement.

Lock Box Flyer

The Lock Box program is intended to provide Police, Fire, and Emergency Medical Services (EMS) access to your residence in the event of an emergency where you are unable to open the door.

A key to your residence will be stored in a secure metal storage device, similar to a realtor's lockbox, near the entrance to your residence. The access code to the lockbox will only be available to Police, Fire, or EMS personnel and used only during an emergency.

MED-ID Photo

Med-ID for first responders is designed to provide an easily accessible method for first responders to access important medical information upon their arrival to a scene. The Med-ID form available below consists of an informational card that you fill out with pertinent medical information. After filling out the form, pick up a brightly colored magnetic pouch from the police department to hold your form and place it in a highly visible area of your home.

Operation Medicine Cabinet

A drug amnesty dropbox has been placed in the lobby of the Winter Springs Police Department which will allow you to drop off any unwanted medications 24 hours a day 7 days a week with no questions asked. This will provide an opportunity for the citizens to surrender expired, unwanted, or unused pharmaceutical controlled substances and other medications for proper destruction. These types of drugs are a potential risk to public health and safety and the police department is committed to the safe disposal of these drugs.

Located inside the Senior Center, the Therapy Pool offers aquatic therapy classes to members. This therapy utilizes low-impact aerobic exercise to strengthen the muscles without undue stress on the joints. The Therapy Pool is a great way for seniors to incorporate exercise into their routine, but did you know the pool is not only for seniors? Anyone under the age of 55 can join with an age exception form signed by their doctor. Open swim hours are available daily for those looking for self-directed water exercise.

Our aquatic therapy classes vary in intensity and difficulty. To determine which class is best suited for your individual needs, please speak with our Aquatics Specialist. Additionally, open swim time is available for members who prefer a self-guided approach to their water therapy.

Interested parties, such as title companies and individuals, can request the City to check its records for outstanding liens against a property. For a fee, the City will search its records and disclose any liens, unpaid utilities (water, sewer, and garbage, as applicable), open/expired permits, and code enforcement violations. A separate lien search request form is required for each address.

Great facility for hosting a family reunion. Visit Sam's Deck donated by the Tuskawilla Pioneer Gardening Club for a relaxing and beautiful look at the lake.

Beat the summer heat at the Winter Springs Splash Playgrounds! The Splash Playgrounds are open each year from April through October and are located at Torcaso and Trotwood Parks.

Food and Water 
  • Water, one gallon of water per person per day for at least three days, for drinking and sanitation 
  • Food, at least a three-day supply of non-perishable food. A two-week supply would be best.

Creating A Plan
One of the most important steps you can take in preparing for emergencies is to develop a household disaster plan.
  • Learn the types of disasters most likely to occur in your community. Consider purchasing a weather radio to alert you of severe weather conditions.
  • Have enough supplies for a minimum of three days (preferably one week).
  • Know, how, when, and where to shut off water, gas and electric at the main sources to your home. Post emergency and utility provider numbers by the phone.
Protect Your Home
Every homeowner in Seminole County should take the proper steps to protect your home and property against disasters. Listed below are a few options to start in the journey of protecting your home.
  • Regularly inspect all window and door seals and be sure they are in good condition.
  • Be prepared with sandbags and know how to place them properly.
  • Raise or flood-proof any HVAC equipment.
  • Make sure all gutters and downspouts are operational and free of debris.
  • If floodwaters are present, turn off all electricity.

Water Works

The Water Works program was designed to improve the City’s water aesthetics and to upgrade the City’s current wastewater, reuse, and stormwater infrastructure. Water Works is a multi-year program that began in 2011 and focuses on improving City facilities and infrastructure related to water.

Debt Collection Scams

Most debt collectors will contact you to collect on legitimate debts you owe.  But there are scammers who pose as debt collectors to get you to pay for debts you don't owe or that have already been paid.  Do not give any personal financial information until you can verify the debt.

The Waste Water Priority Improvement Plan is designed to improve the existing wastewater plants. The two City wastewater plants are 40-year-old round steel plants reaching the end of their useful life. Parts of the plants are breaking and undergoing priority repairs, causing challenges for the nearby residents. The City is starting the complex process of replacing them. The process requires planning, financing, design, and construction, which takes time. This will be one of the most expensive projects the City will undertake and needs to be well thought out and organized. The list below provides the steps and status of the process.

Stormwater Drain

When precipitation from rain flows over the ground, stormwater runoff forms. Impervious surfaces like driveways, sidewalks, and streets prevent stormwater from naturally soaking into the ground.

Stormwater can pick up debris, chemicals, dirt, and other pollutants and flow into a storm sewer system or directly to a lake, creek, or wetland. Anything that enters a storm sewer system is discharged untreated into the waterbodies we use for swimming, fishing, and providing drinking water.

(Winter Springs, FL):  A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will begin December 1, 2020 examining all aspects of the Winter Springs Police Department’s policies and procedures, management, operations, and support services. The Winter Springs Police Department has to comply with approximately 250 standards in order to receive accredited status.  Many of the standards are critical to life, health, and safety issues.

Citizen's Police Academy

The Winter Springs Police Department will be holding a Citizen’s Police Academy starting October 3rd, 2023, through December 19th, 2023. The academy will be held on Tuesday nights from 6:00 pm to 9:00 pm at the Winter Springs Police Department, 300 N. Moss Road. During the academy, attendees will be given a brief overview of topics ranging from K-9 Operations to Code Enforcement, taught by WSPD Officers who focus on each topic in their daily roles.

With the holidays around the corner, more people will be on the roads traveling to visit with friends and family. With long drives comes an inherent risk of becoming drowsy. Drowsy driving is a significant contributor to motor vehicle collisions. According to the Traffic Safety Administration (NHSTA), in 2017, drowsy driving caused at least 91,000 crashes, resulting in about 50,000 injuries and 800 fatalities.

Stop by the Winter Springs Town Center and enjoy the festivities this holiday season at Winter Wonderland presented by AdventHealth! It all kicks off with one of the longest-running traditions in our city, the 39th annual Holiday Parade featuring local talent and business. Gather around the Christmas Tree for the 16th Annual Christmas Tree Lighting! The Winter Wonderland event will follow with Entertainment by local youth and our Winter Springs Dancers with Class. Santa will visit with the local children by the tree, and a fun-filled kids playland will keep your little ones merry all evening long!

City Hall will close at 2PM Today.

There will be no trash collection on Monday, May 30, in observation of Memorial Day.

Update 10/5: The Boil Water notice is lifted.

Great news! THE PRECAUTIONARY BOIL WATER NOTICE HAS BEEN LIFTED. Regular use of potable water utility may resume immediately after you flush your home's water lines.

We encourage all residents to flush all faucets and water lines in their homes by letting their faucets run uninterrupted for 5 minutes. Turn over water in all ice makers and fridge water dispensers. This will ensure that fresh water is brought into your homes. Drain/flush and refill hot water heaters if discoloration exists.

Living in Florida, we all know there are two seasons: hot and not-so-hot!  More importantly, as the temperature rises so does activity in and around the water.  The Winter Springs Police Department would like to remind everyone that even though we look forward to a summer around the pool or at the beach, there are some inherent dangers that come with our attempts to stay cool.

WSPD- 2022 Sports Ball Drive

The Winter Springs Police Department, G.R.O.W. Central Florida (a 501(c)3 nonprofit organization), and other local law enforcement agencies are collecting new sports balls to inspire positive interactions with police officers. If you are interested in donating, you may drop off new sports balls from now until May 6th in the lobby of the police department (300 N Moss Rd). The donated balls will be distributed to Orange and Seminole County law enforcement agencies to hand out to the youth.

School Supply Drive 2022

Winter Springs Police Department will be collecting new and unused school supplies this summer for our local community. Please drop off supplies in the Police Department Lobby (300 N Moss Rd.). 
We accept notebooks, pencils, crayons, dry erase markers, hand sanitizer, tissue boxes, and more. For a complete school supply list, visit Seminole County Public School's website. Our final collection will be on July 22, 2022.

City of Winter Springs to host 9/11 Memorial Ceremony at City Hall  

The 21st-anniversary commemoration ceremony will take place in front of City Hall on Sunday, September 11, 2022. Join your Winter Springs City Commission, police department, and community from 8-9 AM for a memorial service that pays tribute to the victims and honors the survivors of the September 11, 2001 terror attacks. Our program will begin at 8 AM, and a moment of silence will be observed at 8:46 AM. 

 

Winter Springs Senior Center, civic center, and therapy pool will be temporarily closed on Tuesday, August 23, 2022, for polling. Regular business hours will resume on Wednesday at 8 am.

The National Prescription Drug Take Back Day aims to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the public about the potential for abuse of medications.
The Winter Springs Police Department is a drop-off location for this event. So if you have any unwanted prescription medications that you would like to dispose of, please do so at 300 N. Moss Rd. from 10 am- 2 pm on April 22nd.

Please Drive Safely, School Starts August 10, 2023.

School days bring congestion: It is never more important for drivers to slow down and pay attention than when kids are present, especially before and after school.  School buses pick up and drop off their passengers, and kids walk and ride bicycles to and from school.

Big Red Bus

The Big Red Bus will be at City Hall on Wednesday, August 9, 2023, from 10 AM- 3 PM. Oneblood encourages all participants to eat a healthy meal and drink lots of water before donating. Please bring a valid ID to participate. OneBlood welcomes blood donations from donors 16 years old and older. 16-year-old donors, however, must present a signed permission form from their parent or a guardian before the blood donation.

Sand Bag

In anticipation of potential severe weather, the City of Winter Springs, along with Seminole County, will begin sandbag operations on August 26, 2023, at 8:00 a.m. at Central Winds Park, located at 1000 Central Winds Drive. Empty bags and sand will be available to all residents of Seminole County from  8 a.m. to 7 p.m. or while supplies last.

Light Up Central Winds

Experience the magic of the season at 'Light Up Central Winds'! Join us for a winter wonderland tradition as you drive through Central Winds Park and immerse yourself in the enchanting holiday light tunnels on December 8, 9, 10, 15, and 17, from 7 to 9 p.m.

The Winter Springs Police Department is hosting Shop with a Cop.  This program helps spread Christmas joy to children in need and their families.  Our department accepts donations to allow children to shop for gifts for themselves and their families.  The children are also given a hearty breakfast with a special visitor before they start shopping.  Our goal is to assist families and provide positive interactions with police officers.

2022 Voluntary City Chaplain

The City Commission passed Resolution 2022-27 authorizing the creation of a voluntary City Chaplain position. Pursuant to Section 2 of Resolution 2022-27, "A City Chaplain shall be chosen by the City Commission using a secular set of appointment criteria. The City may appoint multiple Chaplains to serve at one time. Chaplains shall serve for terms of one year, subject to re-appointment by the Commission."

Interested applicants should complete the attached volunteer application which will be advertised and accepted for a period of 30 days (December 12, 2023 - January 11, 2024). All complete applications will be presented for consideration at the January 22, 2024, City Commission Regular Meeting.

Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for approximately 5 seconds. At 55 mph, that's like driving the length of an entire football field with your eyes closed.

Pickleball

The existing wastewater plants are old, and many of the components need repair. The City hired CPH Engineers to design the plant's improvements and get them approved by the State. The City is cleaning out the tanks that are currently full of debris. Synagro, a specialty company in wastewater cleaning, is doing the work.

Parts and equipment have been procured and ESI will fully mobilize and begin work upon delivery.  They are experiencing the same issues as everyone else with getting the appropriate parts to complete the project.  Like everything from toilet paper to pet food there is a long delay in receiving parts.

Kimley Horn Engineers and Bailey Engineering have evaluated the plant's electrical system. A design and work bid will be completed in 2021 to make electrical changes and install a new standby generator.

The City is starting the complex process of replacing the two wastewater plants. The process requires planning, financing, design, and construction, which takes time. This will be one of the most expensive projects the City will undertake and needs to be well thought out and organized.

The City has received a grant from the St. Johns River Water Management District to expand the reuse system to serve the Tuskawilla Crossing neighborhood. The developer has installed a separate landscape watering system, which needs to be connected to the reuse system. This will save the potable water currently used. The City has a permit that restricts how much water can be pulled from the ground; this project will maintain that water level. CPH Engineers will be designing the project, which will start in 2021.

Carollo Engineers has been evaluating the condition of the wells with CCTV inspection and water testing.  They are now designing a project to increase capacity to wells in order to improve flow through the plant.

An officer will come to your business to teach you and your staff about theft and robbery prevention and inspect your business for any vulnerabilities. After inspection, business owners will receive a WSPD sticker to display to customers and potential criminals.
