Pursuant to F.S. 125.66, before the enactment of a proposed ordinance, the City Commission shall prepare or cause to be prepared a business impact estimate. The business impact estimate must be posted on the city’s website and include a summary of the proposed ordinance, including a statement of the public purpose to be served by the proposed ordinance, such as serving the public health, safety, morals, and welfare of the city, an estimate of the direct economic impact of the proposed ordinance on private, for-profit businesses in the city, a good faith estimate of the number of businesses likely to be impacted by the ordinance and any additional information the Commission determines may be useful.
There are types of ordinances that do not require business impact estimates. Please refer to Florida Statute 125.66(3)(c) for the list of exempt types of ordinances.
