Kevin Sweet Winter Springs City Manager

Kevin A. Sweet, MPA, ICMA-CM -City Manager

ICMA-Credentialed Manager, National and State of Florida Registered Sanitarian

Kevin Sweet has served as the City Manager of Winter Springs since December 2024. As the Chief Administrative Officer, he is responsible for implementing the policies and ordinances of the City Commission, overseeing all municipal operations, managing the city’s budget, and hiring the directors of the various departments.

A native Bostonian with over 20 years of experience in local government leadership, Mr. Sweet brings extensive expertise in municipal operations, fiscal management, strategic planning, and emergency preparedness. Before joining the City of Winter Springs, he served as Town Manager and Chief Executive Officer in Wrentham, Massachusetts, where he also held the role of Director of Emergency Management. His public sector career includes leadership positions such as Chief Administrative Officer, Assistant Chief Administrative Officer, Interim Finance Director, Executive Director of Municipal Services, Executive Director of Public Health, and Chief Public Health Officer. In addition to his municipal leadership roles, he has taught graduate and undergraduate management courses at various academic institutions.

Mr. Sweet is an ICMA-Credentialed Manager with a Master of Public Administration in Financial Management and a Master of Science in Emergency Management. He is currently a doctoral candidate pursuing a Ph.D. in Public Administration. Actively engaged in professional and civic organizations, he is a member of the Florida City and County Management Association, Florida Environmental Health Association, International City/County Management Association, American Association of Municipal Executives, Government Finance Officers Association, International Association of Emergency Managers, National Environmental Health Association, and several other municipal and professional groups.

Brian Dunigan

Brian Dunigan- Director of Administrative Services and Operations

As Director of Administrative Services and Operations for the City of Winter Springs, Brian serves as the City's Chief Operating Officer and oversees the Information Technology, Human Resources & Risk Management, Parks & Recreation, and Urban Beautification Departments.

A lifelong Winter Springs resident, Mr. Dunigan attended the University of Central Florida and has worked for the City since 2005 in several different departments, such as the Special Events and Recreation coordinator, the Athletics Coordinator, and the Parks Manager.

In his time, Brian has assisted in planning and implementing several park improvement projects and special events, such as the Ranchlands and Torcaso Park renovations and the Light Up Central Winds Christmas event. He is also a member of the City of Winter Springs Response Team and assists residents during hurricanes and emergencies.

Matthew Reeser

Matthew Reeser – Director of Communications/PIO

Matthew serves as the Director of Communications for the City of Winter Springs, and is the main point of contact between the public, media, and the City. 

Working closely with the City Manager and senior leadership he helps to oversee city-wide messaging, internal and external communication strategies, and media relations.

He also manages the communications team and oversees digital and social media efforts to guarantee that the City is effectively represented while building positive connections with the community.

Matthew holds a bachelor’s degree in Communications- Radio and TV Broadcasting from Shepherd University.

Holly Queen

Holly Queen – Director of Finance

As the Finance Director for the City of Winter Springs, Holly is responsible for the City's accounting, finance, and budget functions.

Holly previously worked for the City of Winter Springs as a Controller. Before returning to the City in 2024, she worked as the Financial Reporting Manager for the City of Orlando.

Holly is a Certified Public Accountant with a Bachelor of Science in Accounting and a Master's in Business Administration from the University of Central Florida.

Len Hartman

Leonard Hartman-  Director of Facilities and Capital Projects

Len Hartman is the Director of facilities and Capital Improvements for the City of Winter Springs. 

He manages City Hall, Public Safety complexes, Senior Center, Civic Center, Parks, and Public Works facilities. He plays a crucial role in developing a comprehensive five-year capital improvement program to enhance the functionality and aesthetics of city facilities while successfully executing special capital projects. 

A U.S. Navy Lieutenant Commander, Mr. Hartman retired from the Navy after 23 years of active service. Among his many accomplishments, Commander Hartman holds a Bachelor's degree in Business Administration from the University of Maryland, a Master's in Arts in Middle Eastern Affairs from La Verne University, an MBA from the Florida Institute of Technology, a Florida Certified Contractors license and is a licensed home inspector.

Before joining the City of Winter Springs as Public Works Superintendent in 2018, Len worked in child welfare and behavioral health services for 30 years in several executive positions.

Terrilyn Rolle – Director of Community Development

As the City of Winter Springs Community Development Director, Terrilyn oversees the implementation of the City’s Comprehensive Plan, Capital Improvements Plan, Economic Development initiatives, and Land Development Code.

Prior to joining the City of Winter Springs in 2023, Terrilyn served in Economic Development and Community Redevelopment for the Cities of Deltona and Lakeland, where she worked with departments to assist developers and businesses with site planning and development.

With over 20 years working in the Public Sector, Non-Profit, and Private Agencies, Terrilyn brings her passion for developing and sustaining thriving communities.

A member of the American Institute of Certified Planners (AICP) and an administrator with the Florida Redevelopment Association (FRA-RA), Terrilyn earned her Bachelor of Arts and Master of Arts degrees in Geography and Urban Studies from Georgia State University in addition to a Master of Public Administration, from Central Michigan University.

CLETE J. SAUNIER

Clete J. Saunier- Director Public Works and Utilities

Registered Professional Engineer

Clete Saunier serves as the Director of Public Works and Utilities for the City of Winter Springs, overseeing the management and operation of the City’s public works and utility services, which include potable, reclaimed, wastewater and stormwater systems. He ensures that utility services provided to the community maintain the highest standards of quality and reliability.

Before joining Winter Springs, Mr. Saunier served as the Public Works Director for the City of Santa Paula, California; Executive Director of Public Works for Eagle County, Colorado; Public Works Director for Southwest Ranches, Florida; and District Administrator for the Loxahatchee Groves Water Control District in Palm Beach County, Florida.

A graduate of Texas A&M University, Mr. Saunier has over 30 years of experience in both the private and public sectors, holding engineering licenses in 44 states. He is an active member of the National Society of Professional Engineers, the American Society of Civil Engineers, and the American Public Works Association. He is also a Past President of the Florida Association of Special Districts and a recipient of the Association’s Lifetime Achievement Award.

Matthew Tracht

Matthew Tracht- Chief of Police

Chief Tracht joined the city of Winter Springs Police Department in 2000, where he was assigned to road patrol. In the years since joining the department Chief Tracht has served in almost every aspect of the department, from traffic to Criminal investigations and internal affairs to training and SWAT, to name a few.

Before embarking on his career in law enforcement, Chief Tracht served in the US Army 101st Airborne Division and with the 2nd Infantry Division in South Korea.

Chief Tracht graduated from Seminole State College with an associate degree in Criminal Justice Technology and Magna Cum Laude with a bachelor's in Public Safety Administration.  Additionally, he is a graduate of the prestigious FBI National Academy in Quantico, Virginia.

He is a member of the Central Florida Criminal Justice Association, Florida FBINAA, FBINAA, and the Florida Police Chiefs Association, and has worked as an Adjunct Professor at Seminole State College's Criminal Justice Academy.
