To sign up for utility services, please fill out the fields below and attach a copy of your driver's license. After the form is submitted, a City of Winter Springs Utility Billing Department team member will contact you for payment over the phone.
A deposit and application fee is required for all new and additional utility service accounts. For residential service, the deposit amount is $100; for commercial service, the deposit amount is $225. For both residential and commercial services, the non-refundable application fee is $20. The application fee can be waived if you sign up for automatic bank draft or recurring credit cards when you submit your Utility Service Application; please note that the application fee may be reinstated if the bank draft feature is inactive for twelve (12) consecutive months.
Any new service for new applicants turned on after 3:00 PM is subject to a $45 after-hours fee.
