Philip Hursh

Philip Hursh - Interim City Manager

Registered Professional Engineer | Transportation Expert

Philip Hursh is an accomplished transportation engineering professional with over 34 years of experience. As a Registered Professional Engineer in multiple states, Philip brings a wealth of expertise to his role. He is an active member of prestigious organizations such as FES, FICE, TEAMFL, ASCE, ASHE, and DBIA, staying up to date with industry advancements. Philip's roles as Regional Highway Manager and Orlando Operations Manager have equipped him with in-depth knowledge of project management, design, and business development in surface transportation. He is trusted as a Transportation Architectural/Engineering consultant. Throughout his career, Philip has worked with renowned clients, including FDOT, FTE, CFX (formerly OOCEA), GOAA, and LYNX Transportation Program, along with numerous and various construction contractors. His professionalism and expertise have earned him a solid industry reputation.

In addition to technical skills, Philip actively engages in business development activities, including presentations, project teaming, and one-on-one meetings with clients and selection committee members. He excels in research, proposal composition, scope evaluations, and fee estimations. Philip's water resources expertise is commendable, focusing on designing and permitting drainage systems, conducting detailed stormwater modeling, and collaborating with municipal authorities. His work has contributed to identifying flooding causes and proposing effective design solutions. Notably, Philip served as an Expert Witness in presenting stormwater modeling on behalf of the Office of the Attorney General for the State of Florida and the Orange County Public Works Department, demonstrating his expertise and problem-solving abilities. With extensive experience, technical proficiency, and a commitment to client satisfaction, Philip Hursh is an invaluable asset to the City of Winter Springs.

Bilal Iftikhar

Bilal Iftikhar - Director of Utilities

As the Utilities Director for the City of Winter Springs, Bilal is responsible for administrating and coordinating the operations associated with Utilities and Capital Construction of the City’s water, sewer, and reclaimed water systems.

Before joining the City of Winter Springs in 2023 Bilal worked for the City of Sanford for over 20 years as Public Works & Utilities Director and occasionally acting Deputy City Manager.

Bilal, a licensed Professional Engineer, holds a Bachelor of Science in Civil Engineering from the University of Central Florida, a Master’s in Public Administration from the University of Pennsylvania, a Juris Doctorate from Florida A&M University and is a member of the Florida Bar.

Brian Dunigan

Brian Dunigan- Director of Operations

As Director of Operations for the City of Winter Springs, Brian serves as the City's Chief of Staff and Chief Operating Officer by coordinating and directing the various divisions and providing leadership to City personnel.
A lifelong Winter Springs resident Mr. Dunigan attended the University of Central Florida and has over 18 years of service with the City in several different departments, such as Special Events and Recreation coordinator, Athletics Coordinator, and Parks Manager.


In his time, Brian has assisted in the planning and implementing several park improvement projects and special events, such as the Ranchlands and Torcaso Park renovations and the Light Up Central Winds Christmas event. He is also a City of Winter Springs Response Team member and assists residents during hurricanes and emergencies.

Christian Gowan

Christian Gowan - City Clerk

Christian Gowan currently serves as the City Clerk for Winter Springs, is the official records keeper of minutes for City Commission meetings, and handles all public records requests. As City Clerk, he is the designated local Elections and Filing Officer for all City elections, oversees the City’s Advisory Boards, and is the custodian of the City seal.

A graduate of Stetson University, Mr. Gowan holds a Bachelor of Arts (BA) in History and Political Science and a Master of Public Administration (MPA) from the University of Oregon.

Mr. Gowan was appointed interim City Clerk in 2019 and officially became City Clerk in 2020. Christian is a member of the Florida Association of City Clerks (FACC) and the International Institute of Municipal Clerks (IIMC).

Holly Queen

Holly Queen – Director of Finance

As the Finance Director for the City of Winter Springs, Holly is responsible for the City's accounting, finance, and budget functions.

Holly previously worked for the City of Winter Springs as a Controller. Before returning to the City in 2024, she worked as the Financial Reporting Manager for the City of Orlando.

Holly is a Certified Public Accountant with a Bachelor of Science in Accounting and a Master's in Business Administration from the University of Central Florida.

Len Hartman

Len Hartman- Director of Parks and Recreation

Len Hartman serves as the City of Winter Springs Director of Parks and Recreation and oversees the maintenance of all parks and related facilities, planning, and the design and implementation of related capital Improvement projects. A U.S. Navy Lieutenant Commander, Mr. Hartman retired from the Navy after 23 years of active service. Among his many accomplishments, Commander Hartman holds a Bachelor's degree in Business Administration from the University of Maryland, a Master's in Arts in Middle Eastern Affairs from La Verne University, an MBA from the Florida Institute of Technology, a Florida Certified Contractors license and is a licensed home inspector.

Before joining the City of winter springs as Public Works Superintendent in 2018, Len worked in child welfare and behavior health services for 30 years in several executive positions. In his time as director of Parks and recreation, Mr. Hartman has played an integral role in the City of Winter Springs Perk up Parks Initiative, which aims to upgrade all seven of our City parks and play areas to strengthen our community and improve the quality of life for our residents.

Matthew Tracht

Matthew Tracht- Chief of Police

Chief Tracht joined the city of Winter Springs Police Department in 2000, where he was assigned to road patrol. In the years since joining the department Chief Tracht has served in almost every aspect of the department, from traffic to Criminal investigations and internal affairs to training and SWAT, to name a few.

Before embarking on his career in law enforcement, Chief Tracht served in the US Army 101st Airborne Division and with the 2nd Infantry Division in South Korea.

Chief Tracht graduated from Seminole State College with an associate degree in criminal justice technology and is a graduate of the FBI National Academy in Quantico, Virginia.

He is a member of the Central Florida Criminal Justice Association, Florida FBINAA, FBINAA, and the Florida Police Chiefs Association, and has worked as an Adjunct Professor at Seminole State College's Criminal Justice Academy.

Terrilyn Rolle

Terrilyn Rolle – Director of Community Development

As the City of Winter Springs Community Development Director, Terrilyn oversees the implementation of the City’s Comprehensive Plan, Capital Improvements Plan, Economic Development initiatives, and Land Development Code.

Prior to joining the City of Winter Springs in 2023, Terrilyn served in Economic Development and Community Redevelopment for the Cities of Deltona and Lakeland, where she worked with departments to assist developers and businesses with site planning and development.

With over 20 years working in the Public Sector, Non-Profit, and Private Agencies, Terrilyn brings her passion for developing and sustaining thriving communities.

A member of the American Institute of Certified Planners (AICP) and an administrator with the Florida Redevelopment Association (FRA-RA), Terrilyn earned her Bachelor of Arts and Master of Arts degrees in Geography and Urban Studies from Georgia State University in addition to a Master of Public Administration, from Central Michigan University.
