ATTENTION UTILITY CUSTOMERS:

The City of Winter Springs is updating its utility bill payment service for customers. 

Beginning July 1, 2025, the City of Winter Springs Utility Billing will be transitioning to a new payment platform. 

This new service will allow residents to view their bills, schedule payments, text-to-pay and set up auto-pay so they never miss a payment.

With this transition to the new service, customers will need to create a new account to establish AutoPay in the new system.

For your convenience, the following guide has been created that walks you through how to enroll autopay and pay your bill.

Note to bank draft customers: This change does NOT affect bank draft customers; no action is required; your account will remain the same.

Application Process

To start utility service, individuals can submit a Utility Service Application one of the following ways:

  • Online
  • by fax at (407) 327-4753
  • by mail or in person at City Hall at 1126 East SR 434, Winter Springs, FL 32708

Alternatively, you can call us at 407-327-5996 during our hours of operations (Monday thru Friday, 8:00 a.m. and 5:00 p.m.) to assist you.

Please be sure to include a copy of your driver's license, purchase agreement, or lease agreement with your application.

Deposit & Application Fees

A deposit and application fee are required for all new and additional utility service accounts. For residential service, the deposit amount is $100; for commercial service, the deposit amount is $225. For both residential and commercial service, the non-refundable application fee is $20. The application fee can be waived if you sign up for automatic bank draft when you submit your Utility Service Application; please note that the application fee may be reinstated if the bank draft feature is not active for twelve (12) consecutive months.

Any new service for new applicants turned on after 3:00PM is subject to a $45 after-hours fee.

Payment Options

Online

With the City's online bill pay service, you can check your balance, pay your bill, and view your account history. To pay your utility bill online, you will need your account number and the name that appears on your bill in order to log in. If you encounter any difficulty, please call a customer service representative for assistance at 407-327-5996.

In Person or By Phone

Customer service representatives are available to accept your payment during regular business hours (Monday - Friday between 8:00 am and 5:00 pm). If you come to pay in person, please bring your bill with you so that we are able to serve you in a quick and efficient manner. Customers are also welcome to call and pay their utility bills via credit with the assistance of a customer service representative. Please note that our third-party credit card processor will charge a convenience fee of 2.95% of the transaction.

Additionally, for your convenience, the City provides a 24-hour drive-thru drop box located at City Hall in the parking lot. All dropbox payments must be by check or money order only and are processed the next business day. 

By Mail

Please mail the full amount due along with the bottom portion of your bill to the address indicated below. Make your check or money order payable to the "City of Winter Springs" and write your account number on the check/money order. Please do not mail cash.

Water Cut Offs

  • If you have been cut off for non-payment, please call customer service at 407-327-5996 before making your next payment.
  • Any services turned on due to cut off are subject to a $45 after-hours fee after 3:00pm.
