The City of Winter Springs is requesting Proposals from qualified companies (Proposer or Proposers) to provide engineering design, surveying, permitting, bidding, and post design services for a new permanent emergency generator system and supporting enclosed structure.
The purpose is to supply the City’s Public Works building with emergency power needed currently and, in the future, to operate the facility properly during a disaster.
The RFQ package is available through https://network.demandstar.com or https://www.winterspringsfl.org/rfps.
In accordance with the Consultants’ Competitive Negotiation Act, Section 287.055, Florida Statutes (CCNA), the City of Winter Springs, Florida (hereinafter referred to as “the City”) is requesting qualifications from qualified companies (“Proposer” or “Proposers”) for the purpose of providing professional engineering services, including engineering design, surveying, permitting, bidding, and post-design services for the design of a new permanent emergency generator system and supporting enclosed structure.
Requests for Qualifications will be accepted by the City of Winter Springs, Procurement Department, Winter Springs City Hall, 1126 East State Road 434, Winter Springs, Florida 32708, no later than 2:00 PM EST on May 29, 2026.
Responses should conform to the minimum requirements outlined in this Request for Qualifications (RFQ). The City reserves the right to reject any or all submittals and to waive minor irregularities. The City may also, in its sole discretion, modify, suspend, or cancel this RFQ in writing at any time.
The City issues this Request for Qualifications to select a candidate for further contract negotiation. Ranking and selection by the City Commission shall not result in the formation of a contract. A contract may be formed only upon the parties successfully negotiating the terms and conditions of a written agreement, which must be approved by the City Commission and duly executed by the City and the selected Respondent.
General Response Information
Respondents must submit their response to this RFQ by providing one (1) original, three (3) copies, and one (1) electronic copy to the office listed above by the date and time indicated. The outside of the package must be clearly labeled with the RFQ number, title, opening date and time, and the name and address of the Respondent.
Responses received after the specified time and date will not be accepted. The City will not be responsible for mail delays or incorrect or late deliveries. The clock located in the Office of the Purchasing Manager will be the official authority for determining late responses.
The deadline for questions is May 8, 2026, at 1:00 PM. An addendum with City responses will be released on DemandStar on May 13, 2026, at 5:00 PM, if necessary.
