Public Notice

Due to the Coronavirus (COVID-19) and Federal, State, County, and the City’s Declaration of State of Emergency, the City of Winter Springs will temporarily be conducting, until further notice, public City Commission and other City board meetings utilizing virtual communications media technology (“CMT”) in an effort to comply with social distancing standards and other public health and safety directives to keep our citizens and City officials and employees safe. Citizens interested in attending the public meetings are encouraged to listen to the meeting which will be live audio streamed at www.winterspringsfl.org/liveaudio.

The July 13, 2020 Regular City Commission Meeting will be conducted in the following modified manner.

  1. The meeting will be held at 6:30 p.m. at the Winter Springs Commission Chamber at City Hall, 1126 East State Road 434, Winter Springs, FL 32708. However, public seating capacity within the Commission Chambers will be limited to no more than 10 persons in order to comply with social distancing standards. If seating capacity is reached in the Chambers, additional limited seating capacity will be provided in the City Hall lobby where the audio of the meeting will be broadcast. If total capacity is reached, attendees will be asked to listen to the meeting outside the City Hall building via live streaming on their personal electronic devices until seating becomes safely available inside for their own and the public’s safety in order to comply with social distancing standards.
     
  2. Public Input will be handled as follows: If an interested person desires to provide written public comment to the Commission related to the public meeting, written comments must be provided to the Office of the City Clerk, no later than 4:00 p.m. on the day of the meeting at

The written comment must contain your full name, address, telephone number, and the entire written comment and any attachments. The written comment must also identify the meeting that the written comment applies to, and if the written comment is related to a specific agenda item, please also identify the specific agenda item number and title. However, written comments are limited to three (3) minutes so please keep your written comments to no more than 400 words (not including personal identification information and agenda number and title).

If the written comment is timely received, the Mayor or City Staff will read the written comment into the record at the appropriate time. Attachments, if any, will not be read. Written comments read into the record are subject to City meeting rules of decorum. Please also note that the time allocated to each person for public comment is subject to the discretion of the City Commission and may be reduced from three (3) minutes based on the number of speakers and comments received or previous comments made by the speaker. Any written comments received after the deadline may not be distributed and read during the meeting but will be included as part of the record.

Legal Notices:

The rules established herein are intended to provide a general framework for the conduct of public CMT meetings as authorized pursuant to the Governor’s Executive Orders Nos. 20-52 and 20-69. Commissioners participating by phone in this meeting may count toward a quorum requirement. The City of Winter Springs reserves the right to modify, amend, or discontinue these temporary procedures for public comments, with or without notice, in order to ensure compliance with applicable laws, rules and regulations; to overcome technical or logistical difficulties or practical challenges in implementing public meetings via CMT; or to ensure the public health, safety and welfare of the public.

In accordance with the Americans with Disabilities Act of 1990, persons needing additional special accommodation to participate in this meeting may contact the City Clerk’s Office at 407-327-5955 no later than one (1) business day prior to the meeting.

If a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based" - per Section 286.0105 Florida Statutes. Persons with disabilities needing assistance to participate in any of these proceedings should contact the City of Winter Springs at (407) 327-1800 at least 48 hours prior to meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority per Section 286.26 Florida Statutes.
