Victoria Bruce is the CEO of The Mitigation Banking Group, Inc; an environmental restoration company that provides compensatory mitigation for adverse wetland & habitat ecological impacts, which achieves greater or equal ecological functions that have been lost. Victoria has been working since 2004 in the mitigation banking credit industry.  As part of her ongoing dedication to sustainability, Victoria continues to focus on wetland mitigation banks, habitat conservation banks, governmental regulatory policies, and environmental interest groups. 

In 2008, Victoria was President of The Orlando Young Professionals Group (OYP) and featured on the cover of Florida Trend for up-and-coming leaders in Florida. She graduated from the Political Leadership Institute (PLI) at Rollins College in 2009, which is a unique nonpartisan, regional initiative to prepare the next generation of public leaders. From 2010-2018; Victoria served on the Advisory Board Committee for the Audubon Center for Birds of Prey, Director at Large for Urban Land Institute (ULI) Young Leaders, President of the Florida Association of Mitigation Bankers (FAMB), Treasurer of the Florida Environmental Professionals of Florida (FAEP) and the Central Florida Chapter (CFAEP). In 2019, Victoria served on the Seminole County Parks and Preservation Advisory Committee.  In addition to her leadership on boards and committees; Victoria has been active with Best Buddies, Big Brothers Big Sisters, BETA Center, Habitat for Humanity, Harbor House of Central Florida, Boys & Girls Club, Keep Seminole Beautiful & Trash Clean-Ups throughout the State of Florida.

Victoria Bruce graduated from the University of Central Florida (UCF) in 2005 with a B.A. Magna Cum Laude in Business Administration, with a specialty in Service Marketing.  She was a Zeta Tau Alpha, and President of the student chapter of The Society for Marketing Professional Services (SMPS). During college, Victoria had five internships, with the final internship awarding her a full time offer before graduating.

Victoria is married to Bryan Bruce, and collectively has 3 daughters, Bella (2006), Liliana (2010), Briella (2012); who attend Winter Springs Public Schools.

Victoria was born in Boca Raton, Florida. At 18 years old, Victoria drove to Orlando (the day after her high school graduation) to attend the University of Central Florida (UCF). Victoria has been a Winter Springs resident since 2009, when she moved from Oviedo to start a family. Victoria moved to Winter Springs for the wonderful schools, community, and quality of life.

Victoria always knew one day she would be a public leader. She became interested in becoming a Winter Springs Commissioner because she has the experience in business, finance, and community service necessary to be an effective city commissioner. She is a homeowner and parent and wants to keep this town a great place to raise a family.

In 1991, Victoria began acting, singing & dancing at a local children’s theater. This passion allotted her a scholarship at the North Broward Preparatory School (NBPS) with a dynamic reputation for the Arts! Her enthusiasm for the arts continues, and she wishes to be instrumental in the future development of a local children’s theater for Winter Springs.

Victoria’s father, Vasil Kerensky, was a Bulgarian/Macedonian, who was the first-generation college student of his family. He became a high school principal, high school football coach, and then Professor & Emeritus Chair for Leadership & Management at the Florida Atlantic University (FAU) in Boca Raton for 37 years. He served as a commissioner for the Greater Boca Raton Parks & Recreation for 10 years. Victoria’s mother, Patricia Thomson Smith, is a retired General Educational Development (GED) coordinator and served as a guidance counselor for the Broward County School Board. She is proud of her unique lineage as a Mayflower descendant.
