Mark Caruso serves as the Commissioner for District 5 in Winter Springs. He and his wife chose to settle in Winter Springs because of the high quality of life the city offers, believing it to be the ideal place to raise their family.
A retired corrections officer, Mark earned his certification from the NYPD School Safety Academy in 2002 and later graduated from the Corrections Academy at Valencia Community College in 2007. Throughout his career in public service, Commissioner Caruso held supervisory positions in both the New York and Florida Departments of Corrections before retiring in 2020.
As a representative of the Police Benevolent Association (PBA), Mark advocated for better working conditions, fair pay, and the protection of officers. After departing from law enforcement, he channeled his passion for landscaping into founding his own small business, Lawn Enforcement of Seminole LLC, which he operates alongside his son.
